South Korea expands social distancing rules as coronavirus outbreak grows

SEOUL (REUTERS) – South Korea said tougher social distancing guidelines to curb the spread of coronavirus will be rolled out nationwide from Sunday (Aug 23) as it battles a new outbreak of the disease spreading from the capital, Seoul.
The Korea Centres for Disease Control and Prevention (KCDC) reported 315 new domestic coronavirus infections as of midnight on Friday, the latest in a string of triple-digit increases in new local cases which take the country’s tally to 17,002 with 309 deaths.
South Korea used advanced contact tracing and widespread testing to contain its first outbreak of the novel coronavirus, but Asia’s fourth-largest economy has experienced persistent outbreaks in recent weeks, mostly in and around densely populated Seoul and the surrounding areas.
In Seoul and some surrounding cities, the government has reimposed social distancing rules, including restricting large gatherings, banning in-person church meetings while closing nightclubs, karaoke bars, buffets and cyber cafes.
The same guidelines will be imposed on other areas across the country effective from Sunday.
However, in some areas with fewer infections, the guidelines would be recommended rather than obligatory.
“If we don’t curb the spread (of the virus) in early stages, this will grow as a large-scale wave. To us, there is nothing more important than focusing on responding to Covid-19,” Health Minister Park Neung-hoo told a briefing on Saturday.
The Health Ministry also said it was postponing its decision to pursue policies boosting the number of medical students until the Covid-19 situation stabilises.
Thousands of South Korean doctors have staged strikes and protests over government plans to train new doctors, saying there are enough doctors but better conditions and systems are needed to properly allocate them.

As usual, Donald Trump was not entirely clear what he was talking about here. But, based on what he said, it appears he might be talking about sending federal troops or law enforcement of some sort to election sites on November 3rd and/or doing the same with state law enforcement. Either way, he runs up against significant legal barriers.
For federal law enforcement, there’s a very clear federal law that bars the President (or any other person in the United States government) from sending “any troops or armed men” to any polling place in the country. Thus, this law prohibits, for instance, the troops that were sent to Portland (or any other military troops) from being deployed on election day at the polls. It also prohibits the President from sending non-military law enforcement, such as United States marshals, FBI agents, or U.S. attorneys to election sites if they are armed, which marshals and FBI agents usually are.

Trump Campaign Can’t Show Voter Fraud Evidence In PA Lawsuit
“Neither the original Complaint nor the Amended Complaint contains an allegation that ‘ballot harvesting,’ ‘manipulating and destroying ballots,’ double voting, and/or voter fraud from mail-in and absentee ballots actually occurred during the Primary Election,” the lawyers wrote.
“The claims asserted by the plaintiffs do not hinge on evidence of voter fraud actually occurring,” they added. The campaign argued that though it has no proof that fraud of this type has happened, it could — and that’s grounds enough for barring the boxes.
