There are 7,449 active coronavirus cases in Victoria, including 1,533 linked to aged care, including residents and staff.
Stage 4 restrictions requiring most non-essential businesses to close took effect across Melbourne today.
Stage 3 restrictions also began in regional Victoria today.
Mr Andrews said there had been “many hundreds” of discussions with industry groups to clarify the stage 4 shutdown regulations for business.
“This is always going to be an imperfect process, it’s never been done before,” he said.
“There will always be further changes based on further feedback we get.”
